Baptize and teach to observe the commandment
Those who were sent to carry this out: Pope, bishops, and priests
Need to avoid those who teach without authority
This is the first test, do they have authority? Only then ask if they are in conformity with tradition.
If they fail the first, then disregard them, especially if they reject the legitimate authority.
But all faithful must be involved in

Need to know the Tradition before we can hand it on. If we don't, ask the Lord.
Need to hand on what is true and how to pray, and the meaning of life to be happy with God, what is sin and virtue
All of this is instructing the ignorant and is a work of mercy
If you do not know an answer, just say so and that you will get back to them
Need to instruct even when unpopular
